seller will issue this based on the ebay user information supplied from
ebay.  This should be your legal name matching your government issued
id.  This fee is included in your winning bid.   If your information is
not correct with ebay or you are sending an alternate traveler you must
notify the seller prior to placing your bid.  Seller must have the name
no late than 20 days from travel.   Those that need name change after
this will be responsible for the guest certificate fee. ($99)
